Chapter Discourse If we define culture as a set of beliefs, values, ideals, knowledge, arts, techniques, customs, and social activities, and place it within intangible dimensions such as mental and spiritual aspects, and tangible civilizational and structural aspects that represent material dimensions, it is necessary to place these elements in an interactive and maximal system, and to recognize and employ the tools and components of culture in an organized manner.
This process must be designed and implemented with responsibility, so that all economic, systemic, executive, and decision-making infrastructures are guided toward reaching the desired state.
The Supreme Leader of the Islamic Revolution, in a meeting with the members of the Cultural Revolution Council, states: Engineering the country's culture means mapping out a path for the evolution of national culture, identifying the cultural flaws and deficiencies of society, determining general solutions to eliminate these deficiencies, and creating the groundwork and direction for correct and rapid cultural movement.
It is obvious that in this guidance, transnational, regional, racial, religious, linguistic, business, professional, social strata, industrial and ideological groups, and the distinctions between them at the level of the educational and training system, the cultural manufactures and products of organizations, and the diversity among them, as well as the country's political interactions with other countries, must be taken into account.
Given the transformability of lifestyles, innovations, and technologies, engineering culture is a necessity that must be dynamically reviewed, corrected, and restored, and this cannot be achieved except through continuous research.
