چکیده:
government formation is one of the manifestations of civilization so that one of the important issues in government is the importance of public opinions and consultation with people . it is impossible to consult with the people of one of the important actions , but as a part of the journey of the prophet of god ( peace be upon him ) , but it is one of the topics of discussion and disagreement among historians , commentators and theologians as the strategy or tactics of these consultations which have made the main issue of this research will be important and practical results for different ages of culture , civilization and governance . the issue of the endeavor is analytical and based on interpretive and historical documents . it seems that the prophet of god ( pbuh ) appears in two realms of political and military . ~~~ each of these realms is based on customary affairs so that there is no doubt that the prophet of god ( peace be upon him ) and consequently , people distinguish between constructive and divine matters which have religious orders about them

That consultation with the people has been one of the important actions and indeed a part of the Seerah of the Messenger of Allah (PBUH) is an undeniable and even unquestionable matter; however, in which domains these consultations took place and based on what foundations they were, is among the topics of discussion and disagreement among historians, commentators, and theologians; just as whether these consultations were strategic or tactical, which constitutes the main issue of this research, will be among the important topics with practical results for different eras of Islamic culture, civilization, and governance, especially looking towards the future and moving towards a new Islamic civilization; an issue that is attempted to be explained through an analytical method and an integrated approach, namely historical-theological, and based on interpretive and historical documents and evidence.
d. : 3/252) From this historical narration, it clearly emerges that the people clearly distinguish between a divine command and the personal opinion of the Messenger of Allah (PBUH) and customary matters about which they can express their views; something that was not seen in previous consultative cases, such as the Battles of Badr and Uhud.
