Recently the concept of development is faced with challenges and there isnchr('39')t single definition of it. Also development from an Islamic perspective has a specific definition, the concept of development in Islam is both spiritual and physical and ethics has a major role in development. However, one of the concerns of governments, is development. Islamic states to achieve development according to Islamic ethical system, can be very effective. In this research, moral duties Islamic state if development, discussed and evaluate performance of Islamic republic of Iran in this sector during the fifth development program. To reach this goal, performance data of seven index of fifth program include: Iranian- Islamic culture indices, labor market, income distribution, education, citizenship rights, environment and social security, collected and analyzed.
