چکیده:
Globalization, through increased human interactions and relations, has caused the concept of peace—meaning the absence of threat and war and the establishment of tranquility in human life—to emerge as a culture of peace within the framework of peace studies in international relations, as human rights rules become peremptory in the globalization of human rights as the first and most important goal of the international system. Accordingly, recognizing and being aware of the extent of the influence of the globalization of human rights in shaping the culture of peace, in order to map out the prospect of achieving peace in international relations and providing a background for presenting plans and proposals for the settlement of peace-disrupting crises in international relations, is a question that must be answered. The authors believe that globalization, by presenting human rights thought as the core of culture in the globalization of human rights, has enabled positive peace studies in the form of human rights generations and negative peace studies in the form of the principle of humanitarian intervention and the responsibility to protect to overlap in a two-way interaction, thereby providing the institutionalization of the culture of peace in international relations. The research method in this study is descriptive-analytical.
خلاصه ماشینی:
deals with the role and position of the human individual and the rights incumbent upon them due to their humanity, under the title of "human human rights" in international relations; and in the continuation of the discussion in the second step, by addressing positive peace studies in the form of generations of human rights, it has addressed the role of the three generations of human rights in eliminating the roots of structural violence of war occurrence; in the next step, by addressing negative peace studies in the form of the subject of humanitarian interventions and the role of the principle of responsibility to protect in the globalization of human rights in converting "sovereignty as dominance" to "sovereignty as responsibility", it examines the effects on the sovereignty of states in preventing political abuses and selective actions in humanitarian interventions, and providing more grounds for the erosion of state sovereignty in order to reduce tensions, prevent the escalation of war, and control it.
In this context, the formation and attention to the three generations of human rights in a relationship of "Coexistence" and "Mutual Support" within the context of the globalization of human rights, with the aim of enjoying a life with full human dignity, emphasizing social, economic, and political justice in order to eliminate the roots of structural violence, can assist positive peace studies as one of the forms of peace studies in preventing the occurrence of war in international relations.
