The political developments of Pakistan have always been influenced by structures and actors; internal socio-political structures and external structures on one hand, and political-religious actors and agents in the Pakistani sphere on the other, have influenced the process of developments and events in this country. This means that Pakistan's developments arise from structures and actors that have reciprocal effects on each other, and sometimes these structures (the government and political system of Pakistan, political-demographic geography, type of religion, etc.) along with actors (domestic players, the army, powerful parties, and foreign actors), can influence the political processes of party-political groups such as the Shiites and specifically the Majlis Wahdat-e-Muslimeen Party of Pakistan. In the present article, it is argued that although Shiites have always played a decisive role in the political conflicts and competitions of statesmen and politicians, the rulers of Pakistan have tried to utilize the role of Shiites to strengthen their own power and government proportionally. This means that Shiites have been used within the power structure of Pakistan as a tool for coalition and exploitation by other political parties, and the massacre of Shiites is somewhat a result of the Pakistani government's acquiescence to extremist and terrorist groups such as (Lashkar-e-Tayyiba, Sipah-e-Sahaba, and Jahangvi) in this country, and it seems there is a trans-regional political will for sectarianism and creating conflict between Shiites and Sunnis in Pakistan. In this article, while referring to the position of Pakistani Shiites, reference is also made to some regional and trans-regional powers effective against anti-Shiism.

On this basis and by applying the structure-agency theory, the challenges of the Shiites in Pakistani society can be considered in the form of the following diagram: (Refer to the page image) 4- Internal structural and agency challenges The situation of Pakistan and the failed state has imposed problems and issues not only on the Shiites but also on all the people of this country, regardless of their religion or ethnicity.
In this regard, the Majlis Wahdat-e-Muslimeen Pakistan party has placed its most important strategy and goal on the unity of Muslims, fighting sectarianism, and avoiding division between Shiites and Sunnis.
