چکیده:
Objective: The aim of this research is to present a model of core competencies for cultural managers of universities and higher education institutions in Islamic Iran. According to the resource-based view theory, internal organizational resources are the root of competitive advantage, and analyzing the external environment to discover opportunities and threats alone cannot lead to an organization's competitive superiority. According to this perspective, the internal resources and capabilities of an organization provide a more reliable basis for formulating strategic plans. Resource-based strategies can be formulated when there is a complete understanding of the organization's 'core competencies.' Method: The present research was conducted as a case study on the socio-cultural managers of universities and higher education institutions, and the statistical population consists of senior cultural managers and higher education experts. After extracting the research model regarding the competencies of university cultural managers from theoretical foundations and the strategic plan of the Cultural Deputy of the Ministry of Science, Research and Technology, data were collected using a questionnaire. Findings: The research findings indicate that capability based on the strategic plan and competencies based on expert opinions have a high degree of proximity to each other. Conclusion: Core competencies can be summarized and integrated from both research paths into seven main categories: self-awareness, alertness, cultural entrepreneurship, communication, executive management, leadership, and Islamic values, centered around the concept of the 'civilization-building university' considered by the Cultural Deputy of the Ministry of Science.

) By analyzing the questionnaires, 16 key competencies were selected, which served as a basis for formulating the final competency model for cultural and social managers of universities and higher education institutions based on the strategic document.
As shown in the comparative table of models (Table 7), the list of competencies for cultural and social managers of universities and higher education institutions based on the strategic document does not show a significant difference from the previous proposed model (Figure 5); although Islamic and religious indicators were less considered in the results obtained from the questionnaires.
Table 8 shows the set of main and secondary competencies identified in different stages of the research for formulating the competency model of cultural and social managers of universities and higher education institutions.
