Some researchers consider the two concepts of "terrorism" and "martyrdom operations" to be related to each other and do not regard martyrdom operations as a type of terrorism; therefore, the question arises: "What is the relationship between terrorism and martyrdom operations?" This article aims, using a descriptive-analytical method, to explain the concept, indicators, and structural contexts of terrorism and martyrdom operations in response to the above question and to clarify the distinction between martyrdom operations and terrorism. In most cases, terrorists target innocent people to convey their message to their opponent and public opinion. Those who are killed in terrorist operations have committed no crime and have been attacked unintentionally; therefore, a terrorist operation is an aggressive attack and is inconsistent with divine and human laws. Any operation that takes place under such conditions, even if in the name of religion, is considered terrorism. This is while martyrdom operations, due to possessing religious and moral indicators, lack any fundamental commonality with terrorism and are not considered a terrorist act, but rather a defensive and religious act that relies on Islamic texts and observes human and moral dignities.
