social security is a multifaceted concept and a necessity for the continuity of community identity. social security, in addition to protecting people's lives and property; it includes the guarantee of fundamental, social and economic rights of individuals and society in general. social security is always raised as one of the main goals of every society and government, and guaranteeing it is the most basic duty of the government towards the citizens. in this regard, this research was done with the aim of presenting a hierarchical model of criminal protection of basic freedoms with the approach of improving social security. a mixed method (qualitative-quantitative) was used to achieve the goal of the research. in the qualitative part, content analysis of interviews with 21 experts was used to extract the components of the research model. then, in the quantitative section, to obtain the research model and complete the self-interaction matrix, the opinions of 14 selected experts of the qualitative section who were familiar with completing the self-interaction matrix were also used. the data of the quantitative part of the research were analyzed with the interpretive structural modeling (ism) method and with the help of the ism matlab software, and finally a model consisting of 10 levels was obtained..

The mentioned research has not provided any pattern or purposeful strategy to guarantee those rights; rather, it has merely sufficed with stating the necessity of criminalization and, in some cases, increasing the punishment for violators of freedoms; however, the present research, while relying on the necessity of criminal protection of fundamental freedoms, attempts to explain the mechanisms, levels, intensity, and weaknesses of instances that must be considered by the legislator to guarantee fundamental freedoms, by utilizing a scientific and reliable method, because so far, due to the obviousness of exercising fundamental freedoms, attention has not been paid to the contexts and settings, intervening conditions, consequences, and strategies that guarantee fundamental freedoms.
While the present research, relying on collective wisdom and based on a significant foundation of opinions from the expert community, is structured such that the authors, after analyzing the obtained data, proceed to present a hierarchical pattern of criminal protection of fundamental freedoms with an approach to improving social security, in the quality that will be mentioned below.
The obtained interpretive structural model indicates this important fact: that in the desired pattern of social security in Iran based on fundamental freedoms, the most influential category of the model is the cost-free nature of demanding rights (claim-making); meaning that cost-free demanding rights in society, as the first necessity which has the greatest impact on other variables, must be taken into account.
