Designing a bribery measurement index, like any type of administrative and economic corruption, requires explaining its concept based on methodological requirements; therefore, this article attempts to: a) identify the main terms of bribery in the Holy Quran and Hadiths and examine them from a lexical and terminological perspective; b) collect and examine verses of the Holy Quran and Hadiths to achieve propositions related to bribery; c) examine and classify the opinions and views of jurists regarding the aforementioned subject; d) analyze the findings using the views of Quranic commentators, commentators of the words of the Infallibles (as), the practice of rational people, and the judgment of reason, utilizing the method of ijtihad. Accordingly, the research findings are as follows: a) practical bribery extends beyond money; b) bribery is also applied to non-financial matters such as promises, actions, and deeds; c) bribery occurs in various formats and forms; d) bribery and its prohibition are not limited to the field of judgment but include agents, etc.; e) the intention of the briber and the bribee affects the ruling of bribery.
