The history of endowments in Iran is full of events and occurrences that show how the tradition of waqf, as a social and organizational system, continued and expanded. This system played social, economic, cultural, and civil roles and was considered a manifestation of progress and the expansion of public welfare in society. In this field, the historical characteristics of the endowment system can be discussed from various angles, and various analyses can be provided regarding each of its dimensions in the process of change and transformation. The structure of the organizational system of endowments in the Qajar era is divided into two periods: the first period, which was mostly under the administration of clerics, is a continuation of the organizational traditions of previous eras; although during the tenure of the Ministry of Endowments by Sepahsalar, actions were taken to bring endowments under control. The second period relates to the years after 1328 AH and the approval of the law regarding the country's endowments and education, where efforts were made to codify the endowment system and use the revenues of endowments for the development of the country's education, and in fact, the foundations of the institutionalization of endowments were laid in the second term of the Parliament.

Additionally, an attempt has been made to have a new perspective related to the subject of discussion by re-reading and analyzing unpublished documents available in the National Archives and Documentation Center of Iran, regarding the complaints of endowers in the city of Isfahan and the lack of order in the administration of endowments.
History of Endowments in Islamic Iran before the Qajar Period A few centuries after the time of the Great Prophet of Islam, the level of endowments began to expand amazingly, and large, high-income real estate and properties were successively endowed for public charities and benefits.
During the Samanid period (983-162 AH), the institution of waqf had a vast and extensive administrative apparatus, including separate bureaus specifically for private properties (khalsa) and endowments, which dealt with the affairs of mosques and endowed lands.
Based on this article, the General Department of Endowments of Isfahan Province in the year 1363 AH prepared a list of Isfahan's endowments and sent it to the Ministry of Education, Endowments, and Favored Industries; see: Appendices section (e), document number 120792583, National Archives and Registration Organization of Iran.
