The issue of divine will holds a special place in the system of theological and anthropological discussions. Mohaghegh Khoei, in his foundational discussions, has examined this issue in light of the theory of the sovereignty of the soul. Through this essay, it becomes clear that according to Mohaghegh Khoei, the concept of 'will' is conceptually distinct from the concept of 'knowledge' and they cannot be reduced to one another; similarly, the concept of 'will' is also conceptually distinct from the concept of 'ebtehaj' (joy/delight). In the shadow of the theory of the sovereignty of the soul, Mohaghegh Khoei explains divine will and considers divine will to be the actual divine sovereignty and part of the actual attributes of God. This is while the theoretical foundations of the theory of the sovereignty of the soul are not acceptable in interpreting divine will, and the exclusivity of divine will to actual will is also incorrect. According to the selected view, divine will is among philosophical concepts. The source of the abstraction of 'essential divine will' is the essence of the agent along with freedom from internal and external pressures; whereas the source of the abstraction of 'actual divine will' is the soulful act along with the aforementioned constraints.
