Foreign policy is one of the greatest tools for ensuring territorial integrity, territorial security, international prestige and credibility, and advancing national goals and programs in political, economic, and cultural fields. What is required for effective foreign policy is not merely a set of characteristics, but rather a sensitive balance between realism and analysis, flexibility and the preservation of competence, moderation, and finally, continuity and change oriented toward a valuable goal, such as maintaining a country's security. With the victory of the Islamic Revolution, a clear shift occurred in Iran's foreign policy; this is because the foundation of foreign policy in Islam is based on binding legal rules in jurisprudence, and in Islamic political jurisprudence, a principle called 'Preservation of Dar al-Islam' prevails, under which other principles take their color. Influenced by such an approach, although the Imam (RA) did not deny the role of military and law enforcement forces in the continuity of political, social, and economic independence and the country's security against foreigners, he considered the main goal of Iran's foreign policy from the inception of the Islamic Republic to be the propagation and expansion of revolutionary Islam in line with ensuring the security of Dar al-Islam. According to the Imam's (RA) understanding, not only are the security of Muslim people, the security of the country, and the security of the government of the Islamic Republic of Iran inseparable, but they are also linked to the security and interests of other Muslims in the world. Therefore, the perspective, much like the interpretation of Islam, replaces the concept of 'nation' with the concept of 'Ummah,' and Iran's security becomes dependent on the security of the entire Islamic world. Consequently, in this security-oriented approach, contrary to the realist and idealistic perspectives common in the field of security, the preservation of Dar al-Islam and the principle of 'Nafi al-Sabil' (denying any means of subjugation) are emphasized by the founder of the Islamic Republic as the basis for providing Iran's national security as a function of the security of the Islamic world.

3. Security-orientation as a condition of political authority In Islam, the state is the outcome of the real needs and requirements of man, and as mentioned through the referred verses, security is the most important and obvious desirable goal of human and faithful society; therefore, in the traditions, providing security is considered among the important duties of the state in the public sphere; for example, the Commander of the Faithful, Ali (AS), in Nahj al-Balagha (Sermon 04), in refuting the logic of the Khawarij, says: They say: The emirate is not for God alone, whereas people are forced to have an emir, whether he be good or bad in action, so that the believer, under the shadow of his government, in performing his duties— may rise and the disbeliever may go about his life, and God may grant each person his appointed lifespan (so that killing and slaughtering do not cause premature deaths), and the wealth of the people is collected through him, enemies are fought, roads find security, and the right of the oppressed is taken from the oppressor, so that good people may live in comfort and be safe from the hands of the wicked.
