Since 1972, when the legislature, by adding Article 156 to the Law on Registration of Deeds and Properties, mandated that "to determine the boundaries and location of properties within city limits and their suburbs, cadastral maps shall be prepared...," and despite the explicit provisions of the Comprehensive Cadastre Law (2014), which designates the Real Estate Registration Organization as the responsible entity for implementing the cadastre (Article 2), and the obligation under Article 3 of the same law for the organization to complete the cadastre within five years from its enforcement, as well as the legal duty of "all institutions" to cooperate with the Registration Organization (Article 3, Note), the legislature’s objective has not yet been fully realized. Exploring the reasons for this delay requires examining the thematic categories of the cadastre. This study, the results of which are reflected in this article, aims to investigate these factors within the thematic scope of the natural resources cadastre, adopting a public law approach. The research methodology is descriptive-analytical, and its purpose is applied. Data collection utilized library-based methods and reference to documents and records. Through analysis of the research data, it is concluded that the legislature has assigned the Real Estate Registration Organization responsibilities for processes that are inherently and technically core duties of other executive entities, such as the National Cartographic Center, the Armed Forces Geographical Organization, and the Natural Resources and Watershed Management Organization of Iran. Based on this result, prescription is: the Comprehensive act of Cadastre, 2014 must be amended, the duties must be returned to their inherent organizations, and organizing the cadastral registration must be based on national project model.
