Although there are many different definitions of culture based on different philosophical and theoretical foundations, there is consensus on the principle of cultural change as a dynamic process, especially since the end of the 20th century. The occurrence of the Islamic revolution in Iran, based on the religious beliefs and jurisprudence of Shia Islam, revealed the importance and role of culture as the dominant factor in the occurrence of the revolution and the creation of a huge cultural transformation.This research has been done by delving into the views and opinions of the supreme leader, Ayatollah Ali Khamenei (may God bless him and grant him peace), with the aim of strengthening the Islamic and native discourse and in response to the nature of cultural developments from his perspective and the strategy to deal with them. In this fundamental research, the approach of the researchers is of a descriptive-analytical type, the data of which has been collected by documentary and library methods and analyzed in a qualitative way.According to the results of the research, the Supreme Leader considers cultural developments as a divine tradition and their occurrence in the society is certain and inevitable, and by taking an active and positive position in facing it and paying attention to some important negative and positive principles, it is possible to manage They believe in these developments and consider the intellectual and cultural elites of the area and influential and respected thinkers to be the guardians of the cultural transformation
