In Iran, despite efforts made towards the smartification of some dimensions of urban management, the level of success and effectiveness of these projects has been largely influenced by citizenship culture. Challenges such as insufficient awareness of citizens regarding the benefits of smart technologies, resistance to changing behavioral patterns, low levels of citizen participation in urban programs, and a lack of sense of responsibility towards smart public infrastructures can prevent the full realization of smartification goals. For this reason, examining the role and impact of citizenship culture on the smartification of various dimensions of urban management in Iran is of particular importance. The present research is based on the objective of a review and applied study and follows a library-based research method. The data collection method in this research is library-based, collected through the study of books and articles from internet sites and reliable domestic and foreign databases. To analyze the research issue, the researcher first addressed and explained theoretical topics and finally concluded with the opinions of thinkers and reasoned regarding the role of citizenship culture in smartification and its dimensions in urban management. According to the provided conceptual framework, the results of this study indicate that citizenship culture has a direct impact on urban smartification, which has numerous consequences such as increasing service efficiency, improving quality of life, achieving sustainability, increasing satisfaction and trust, and strengthening participatory governance.

Specifically: * A high level of digital awareness and literacy, trust, participation, responsibility, and acceptance of innovation among citizens leads to wider adoption and use of smart technologies and services in various dimensions of urban management.
* Level of education and information dissemination regarding smartification: Urban management efforts in the field of educating and informing citizens about the benefits, how to use, and issues related to privacy in smart systems can enhance their awareness and digital literacy and, consequently, strengthen the positive impact of citizenship culture on smartification (Capgemini, 2020).
Citizenship culture in the context of urban smartification encompasses a spectrum of characteristics including awareness and digital literacy, trust in smart systems, the inclination and ability to participate actively in technology-based urban programs, a sense of responsibility towards the use and maintenance of smart infrastructures, and readiness to accept innovation and changes resulting from smartification.
