چکیده:
Digital transformation has played an important role in changing the functions of public relations in urban organizations in recent years. Bandar Abbas Municipality has also taken steps in this direction, moving beyond traditional information dissemination models to create smart citizen participation. Using a descriptive-analytical method, this article examines the path of this transformation in the public relations of Bandar Abbas Municipality and analyzes its success in areas such as transparency, accountability, citizen participation, and the use of modern technologies. The findings show that although digital infrastructures have improved, challenges such as weak digital culture, lack of employee training, and insufficient two-way interaction with citizens still remain.

By reforming its structure, formulating a smart communication strategy, and developing participatory tools, Bandar Abbas Municipality can transform from an information-disseminating organization into an interactive and accountable institution.
