Investigation and Identification of Professional Ethics Components (A Case Study of Tehran Municipality) Naser Dehdasht! Yi He 7 The aim of this research is to investigate and identify the components of professional ethics. Method: It is of an applied-descriptive and analytical type and uses a deductive approach. It has utilized reliable library resources, citations, and the global internet network. Additionally, the opinions of human resources experts and specialists were used. The research components were validated using the modified Delphi method, drawing on the opinions of 15 human resources experts and specialists in the Tehran Municipality. This research showed that there are 17 components of professional ethics, and based on this research, managers in organizations can expand and improve professional ethics in their organizations by strengthening these components. The components are: 1- Culture 2- Economy 3- Political Environment 4- Technology 5- Religion 6- Law 7- Competition 8- Reward System 9- Behavioral Principles 10- Job Characteristics 11- Resources 12- Organizational Culture 13- Managerial Behavior 14- Gossip Monitoring 15- Positional Authority 16- Performance Evaluation 17- Reference Persons

Numerous factors, including organizational goals, stated policies, and the culture of the organization or company, strongly influence managers' decisions regarding acting ethically.
