Background: Crime event is not always random as the place, time and manner of formation, but often depends on the structure and characteristics of the offense. It can be introduced as a very complicated social phenomenon that it is seen in different forms regarding social environment. At the same, crime as an undesirable social phenomenon, has social and economic, political, cultural, environmental reasons, and given the importance of the issue of crime, extensive studies have been conducted to identify and explain the causes of creating it in many countries in recent years. Accordingly, the purpose of this paper is to classify the most influential factors of crime-creating with emphasizing on sustainable development approach. Methodology: In this paper, the district 17 of Tehran was chosen as a case study. To identify the most important factors affecting the rise urban crime, several studies were performed. According to experts, twenty-four factors were identified, four of which have the least importance were omitted. Then for ranking factors, questionnaire was prepared and randomly distributed among the 17 district people in Tehran. The resulting data were analyzed using the software. Findings: Among studied factors, ultimately, economic factors as the most important factor affecting the urban crime were selected. Conclusion: Based the findings, the role of government agencies and stakeholders including municipalities and government agencies involved in urban management was considered and expansion of municipal facilities, infrastructure, economic development, public education and personal development was proposed.

Given the importance of the subject of crime in different countries, extensive studies have been conducted in recent years to identify and explain its causes; based on this, the objective of this research is to rank the most important influencing factors in urban crime proliferation with a focus on the sustainable development approach.
Based on the findings of Abadin-zad's research (1387) regarding the factors affecting the creation of crimes and the identification of crime-prone areas in terms of the geography and physical structure of cities, it can be said that squares and streets that are meeting points for crime creators, crowding, high traffic, a significant number of street vendors and unemployed and vagrant individuals, locations where intra-city and inter-city passengers embark and disembark, the lack of homogeneity among pedestrians including women, men, elderly, youth, locals and non-locals, and increased contact of citizens in these areas, create a complex and heterogeneous spatial structure in this section and cause the possibility of formal and informal control of individuals' illegal activities to be minimized; therefore, by designing the physical city through building physical design, plan design, and accessibility to crime-prone sites, it is possible to avoid creating environments suitable for crime and felony, so that it acts as a deterrent to the commission of crimes.
