The subject of the possibility and necessity of forming a government in the age of occultation has been among the topics of debate and dispute among scholars in the fields of political science and religious sciences. On two sides of the current, some have spoken regarding the impossibility and lack of necessity, while on the other side, others have spoken about the possibility and necessity of establishing a government in the age of occultation and have provided discussions and arguments around it. The present article intends to explain the views of Imam Khomeini (RA) and Martyr Mostafa Khomeini (RA) regarding the evidence for the possibility and necessity of establishing a government in the age of occultation. Humanity's need for government, the nature and quality of Islamic laws, the comprehensiveness and systemic nature of Islamic rulings, attention to the nature of Islamic rulings, the formation of government in the conduct of the Infallibles (AS), the survival of Sharia rulings in the age of occultation, the need for the implementation of rulings through government, and the prevention of systemic disruption and chaos, are among the evidences that have been argued by His Eminence the Imam and Martyr Mostafa Khomeini as evidence for the possibility and necessity of establishing a government in the age of occultation.

5. The necessity of implementing rulings through government As mentioned, Islam has comprehensive laws that possess political and social aspects, and these rulings are also mandatory to implement during the era of Occultation, because a mere set of laws is not sufficient for the reform of society, and for law to become a means of reform and human prosperity, it requires executive power and an executor.
Reason dictates that during this time as well, God has appointed a ruler and supervisor to manage affairs and prevent chaos and disorder, and he should proceed to establish a government (Imam Khomeini, 1421, 2: 620-621; Mustafa Khomeini, ibid: 39).
