The mission of an educational manager is to involve thought and make this importance known to the individuals of the educational system. Generally, humans are social beings, and the essential element in social life is participation, performing teamwork, and achieving high social and organizational goals. In general, involving human resources in the decision-making process regarding educational functions includes educational and curricular planning, educational supervision and guidance, evaluation, change and innovation, organizational growth, problem-solving, and managing crises and conflicts within the educational system that affect their destiny. Participation has certain assumptions, including the acceptance of human equality among all students, teachers, staff, etc. Participation is essentially the conscious coordination between students, teachers, community staff, and the government, in such a way that educational institutions, by benefiting from the knowledge and experience of the individuals in the educational center, achieve capability and participate in creating a happy, dynamic society that is consistent with realities.

Participation is the mental and emotional involvement of individuals in group situations that motivates them to help each other to achieve group goals and share responsibility for the work (Tousi, 1378) Every institution or organization possesses three main resources: human, physical, and financial, and carries out its affairs through them; however, undoubtedly, the human resources of every organization are considered the most important, fundamental, and decisive factor in achieving goals and the growth and development of the organization.
