This article, using a descriptive-analytical method and relying on the examination of Quranic verses and primary sources, explains and identifies the characteristics of the agents of divine governments presented in the Quran as a model in the path of creating religious civilization-building.
The prominent civilization-building agents mentioned in the Quran, as cultural managers and agents, with awareness and knowledge of the land, talents, capabilities, and the culture prevailing among the people, designed a program suitable to their temporal situation and, based on it, implemented appropriate cultural behavior in society; so that through it, they could achieve the purification of people's minds and thoughts from polytheism and guide them toward monotheism.
From the intellectual invitation method of the Messenger of God (PBUH), it can be inferred that he intelligently paid full attention to the spiritual and mental capacities of the people and placed the content of his call in accordance with that specific social context; so that in this way, he would provide the ground for the widespread acceptance of his message among all individuals and, furthermore, be the founder of cultural and political unity.
The article "Civilization-Building of the Abrahamic Prophets; Seditions and Solutions" (Soleimani and Montazer al-Qaem, 2010), by emphasizing two qualities of awareness and decisiveness in Moses (AS) as a symbol of confronting political and cultural seditions in the Quran, has explained his codified actions and programs for social reform and achieving a divine society.
