Creative industries are one of the growing economic sectors, drawn from different aspects, the attention of researchers and policymakers around the world. In this regard, defining and evaluating the innovation in the creative industries is a vital step toward innovation assessment in the industries and is also a challenge for policymakers. In Iran, handicrafts are one of the sectors that are the subject of the most trade exchanges among the creative industries, yet, this field seems to require more innovation for gaining a strong presence in the international competition. This paper aims to shed light on how to attain these two goals. It starts to examine the indicators of innovation in handicrafts, and then, to find out their importance and correlation introduced by exploratory factor analysis. Finally, the paper findings consist of a framework of 17 key indicators under 5 main categories including implementation of innovation, human resource participation, external communications, training, learning, and focusing on organizational processes

In handicrafts, as one of the sectors of the country's creative industries, due to the extent to which products and production processes are dependent on the culture and history of each region or country, speaking of innovation and even measuring it diminishes the public perception of its authenticity and historical and cultural background; because innovation is inherently intertwined with the concept of change, and changes in material, raw materials, shape, and even product design can damage the authenticity of these types of goods.
On the other hand, measuring the level of innovation, given the complexity of the research and development process, is no longer possible in a traditional and linear manner, and therefore, providing a new method becomes necessary; thus, the main issue in the present research is identifying the components and providing a conceptual and preliminary framework for measuring innovation in creative industries (focusing on the field of handicrafts) consistent with the local situation of the country, so that by this means, researchers can, in the future, by practically examining the dimensions of innovation in this sector, pave the way for the further growth of the aforementioned industries.
After clustering the indicators and using the opinions of handicraft experts, finally, a framework for evaluating innovation including 17 final indicators under 5 main factors—implementation of innovation, human resource participation, external communications, training and learning, and focus on organizational processes—has been presented with the help of the exploratory factor analysis method.
