چکیده:
The development of science, technology and innovation as the main components of the current and future authority of our country, Requires simultaneous attention to passive defense. In this regard, the document of Islamic-Iranian Model of Progress document as an upstream document of all the country's documents in the next 50 years, should be able to provide a clear picture of Iran's desirable future in this field as one of its authoritative parts. The present study seeks to evaluate the issues related to science, technology and innovation in this document by cutting the passive defense in order to pave the way for policy makers. The results of the present study showed that although 10 measures have directly or indirectly addressed the field of science and technology, but these measures are more like a goal than an operational action in that generally no mechanism has been introduced to achieve them. Also, despite the existence of threats and technological surprises that will completely endanger the islami-Irani civilization in the future, No premeditated and futuristic steps have been taken to move in this space. Finally, according to the analysis, two corrective measures and 5 proposed measures to eliminate the mentioned gaps have been proposed.

In short, the analysis of the model document shows that it has deficiencies in terms of attention to science and technology, making its revision vital; for example, although 10 measures have directly or indirectly addressed the field of science and technology, these measures are more akin to goals than operational actions, such that generally no mechanism has been introduced to achieve them, or despite the existence of technological threats and surprises in the current period (and not even the future!) that completely endanger the Islamic-Iranian civilization, no preemptive or futuristic action has been devised to move in this space, whereas due to the emergence of new threats resulting from scientific and technological advancements, this is a very vital and noteworthy issue.
The adoption of measures containing defensive components has been based on the commands of the Supreme Leader of the Islamic Revolution regarding science, technology, and innovation, which, based on the studies conducted, extracted 4 defensive principles including: scientific self-reliance, internalization of national power components and increasing deterrence, threat-centricity (monitoring, observation, care, proactive detection, warning, assessment, and confrontation), and the principle of maintaining readiness in crisis management of fields, which served as the basis for action (Table 1), where at the end of the description of each proposed measure, its defensive component is also specified.
