The aim of this research was to determine the effective competencies in enhancing the cultural agility of university managers using the Delphi technique. This study was applied in terms of purpose and descriptive-analytical in terms of implementation, utilizing the Delphi technique. The research population consisted of 16 scientific and executive experts in managerial and cultural fields in Islamic Azad Universities of Guilan province (out of 870 people) in the academic year 1396-1397, who were selected using purposive sampling. Data analysis was performed using descriptive indices such as mean, standard deviation, Kendall's coefficient of concordance, and the t-test. In this research, first, 36 components were identified based on existing theoretical and research literature, and experts evaluated them based on a five-point Likert scale; finally, after three rounds of using Delphi, 22 effective components in enhancing the cultural agility of university managers were identified. The identified components included cultural intelligence, emotional intelligence, acceptance of ideas, creativity and divergent thinking, participatory management and teamwork, systematic thinking, cultural awareness, self-efficacy, conflict management, being a learner, self-control, cultural minimalism, self-confidence, agility, cultural integrity, critical thinking, gaining perspective from others' viewpoints, cultural adaptation, tolerance of ambiguity, impact and influence, communication management, and scientific competence, all of which were above average.

After reviewing the existing theoretical and research literature, 36 competencies or components were identified, including influence and impact, self-confidence, optimism, flexibility, receptivity to criticism, humor, tolerance of ambiguity, appropriate self-efficacy, gaining perspective from others' viewpoints, frame-breaking, creativity and divergent thinking, being a learner, having tolerance and patience with other cultures, self-assessment, self-control, critical thinking, systems thinking, ability to understand others' emotions (emotional intelligence), relevant academic experience and education, familiarity with the country's scientific programs and policies, familiarity with interdisciplinary system management, familiarity with professional ethics standards, cultural minimalism, cultural integrity, cultural intelligence, cultural awareness, acceptance of diverse ideas, cultural analysis, participatory management, teamwork competency, communication management, conflict management, rapid responsiveness, effective staff training, and skill in using information and communication technology.
The results of the third round of Delphi, based on the experts' opinions, showed that there are 22 competencies or components effective in enhancing the cultural agility of university managers.
In Table 1, the results of the mean, standard deviation, and t-test for the importance of the competencies or components effective in enhancing the cultural agility of university managers using the Delphi technique based on experts' opinions are reported.
