The aim of this research was to examine and analyze the obstacles to the development and improvement of school managers in the education department of Lamerd County. The research method is descriptive and survey-based. The statistical population under study are the school managers of Lamerd County, from which 210 school managers and 36 senior education managers were selected using stratified random sampling based on the Krejcie and Morgan table. To collect data, a researcher-made questionnaire with 43 five-option questions, adjusted based on the Likert scale, was used. To determine its validity, content and face validity were used, and to determine its reliability, the Cronbach's alpha method was used, which calculated an alpha coefficient of 0.91. For data analysis, descriptive statistics, inferential statistics, and factor analysis with Varimax rotation were used with SAS and SPSS software. The results of the research showed that weakness in human, equipment, and cultural infrastructures is an obstacle to the development and improvement of managers working in the education department of Lamerd County. Also, there is a significant difference between the averages of the scores obtained in human, equipment, and cultural infrastructures. Based on the findings obtained from factor analysis, 43 variables were categorized into 12 factors: motivational obstacles, equipment-technical, cultural, human, economic-financial, educational infrastructures, structural, evaluative, professional abilities, political, social, and design specialists.
