The aim of this research was to investigate the position of employees' professional ethics and provide a desirable model for its development. This study was applied in terms of purpose and descriptive-survey in terms of implementation method. The research population consisted of experts in the qualitative section, and in the quantitative section, employees of the offices of cooperation, labor, and social welfare and affiliated offices in Markazi province (160 people) and clients (500 people). The research sample in the qualitative section consisted of 30 experts selected using a purposive method, and in the quantitative section, 113 employees and 306 clients were selected using the convenience method. Data in the qualitative section were collected using theoretical and research background review and semi-structured interviews, and in the quantitative section, using a researcher-made questionnaire on the position of professional ethics. Face and content validity of the tool was verified by experts, and its reliability based on Cronbach's alpha coefficient for the employee version and the client version was calculated as 0.95 and 0.92, respectively. Data were analyzed using factor analysis methods and the t-test. Based on the findings of the qualitative section, components related to the professional ethics model were extracted and the model was drawn. Also, based on the findings of the quantitative section, professional ethics and its components were in an appropriate state among employees.

The results of the factor analysis showed that professional ethics from the perspective of employees consists of four components including the governance of the intellectual and belief system based on the teachings of Islam, theoretical requirements (macro level) and practical requirements (micro level), the foundations and principles of professional ethics, and the continuous approach to the three dimensions of professional ethics; and professional ethics from the perspective of clients consisted of eight components including accelerating work performance, clarifying the work process, honoring clients, compliance with rules and regulations, handling complaints and criticisms, client satisfaction, familiarizing clients with the stages of work, and the competence and expertise of employees.
Also, the results of examining the current status of each of the four components: governance of the intellectual and ideological system based on the teachings of Islam, theoretical requirements (macro level) and practical requirements (micro level), foundations and principles of professional ethics, and the continuum approach to the three dimensions of professional ethics from the perspective of employees, as well as all eight components: accelerating work performance, clarifying work processes, honoring clients, adhering to rules and regulations, handling complaints and criticisms, client satisfaction, clients' familiarity with the stages of work, and employee competence and expertise from the perspective of clients, were in a suitable state.
