The Middle East, with its geopolitical and geostrategic position and its possession of vast energy resources, has always been a focal point for extra-regional powers throughout history. These factors have caused the United States of America, as the sole global superpower, to pay special attention to this region and to pursue its new strategy in the Middle East across various dimensions. In response to what the U.S. strategy in the Middle East is, based on the documentary method and referring to United States national security documents within the theoretical framework of regional orders, this research presents the hypothesis that U.S. strategy has shifted from classic hegemony to soft hegemony in creating the Middle East regional order. This article also presents findings that the new strategy of the United States of America is based on cooperation with the minimum common interests of Middle Eastern countries and seeks to create legitimacy and consent for the exercise of its power within the regional and global space.
