چکیده:
In principle, any strategic program will be practically ineffective without considering the status of required knowledge in the current and desired states and performing a knowledge gap analysis. Furthermore, prescriptive, descriptive, and combined approaches in strategic knowledge management within the environment of the I.R.I. face serious challenges and lack of capability due to its specific structure and context. This article attempts to present a model titled the Shakiba Hadi Model, relying on religious and Islamic principles and addressing the deficiencies of Western models while employing an interactive approach, to provide an indigenous and contingent model for national-level organizations. By identifying the main criteria for success, this model incorporates them into 9 factors and 198 indicators, focusing on knowledge domains within a reference point approach, categorized into two groups: enablers and constraints. Additionally, data are calculated quantitatively and qualitatively in numerical form using fuzzy logic, and after defuzzification via Shannon entropy, the opinions of auditors and their intended weights are determined through the least squares method. Furthermore, to confirm the applicability of the model, it has been implemented in one of the defense industries. The results show that the aforementioned organization requires only 7 of the 9 main factors and only 20 of the 198 provided indicators, indicating that the organization is in a 'stay' status regarding factors such as principled, strategic, and school-based, while in factors such as physical and cultural, with a value of 158/0, it is in a 'preventive' (inhibitor) status. The entire organization is in a weak state; therefore, it is suggested that before any strategic action, the preventive factors (inhibitors) should first be converted to 'stay' and then to 'drivers,' while the drivers themselves must also be strengthened.

Shakiba-Hadi Model: A new approach in formulating knowledge strategies, based on the requirements of the Islamic Republic of Iran Islamic Republic of Iran Abbas Chahardoli Date of receipt: 1397/08/15 Date of acceptance: 1397/11/02 Abstract In principle, any strategic program without considering the required knowledge status in the current and desired states and analyzing the knowledge gap will be practically ineffective.
This article attempts to provide a local and contingency-based model for national-level organizations by presenting a model titled the Shakiba-Hadi model, relying on religious and Islamic principles and addressing the deficiencies of Western models while employing an interactive approach.
One of the characteristics of strategic knowledge management is continuous interaction with the situational environment of each system; however, can it be claimed in existing models that the formulated strategy has been able to account for the requirements of the Islamic Republic of Iran, especially in the value-based, cultural, and social dimensions?
Results of the aggregation of scores and weights obtained by the entropy method (Refer to the page image) 32 To perform strategic positioning based on the Shakiba model, we need two numbers on the horizontal and vertical axes; this matter is shown in the table below.
The researcher's suggestion is that, considering the interactive elements, balance between the clusters should be established and the development accelerator indicators should receive more attention so that the results of development and excellence, based on the indigenous strategic management pattern with a systemic approach, can be seen objectively and realistically at the level of the organization and society.
