In the modern era, performance evaluation is one of the ways to recognize the current situation of an organization. One of the most important government organizations operating in providing services to citizens is the municipality. The aim of this research is to use the Data Envelopment Analysis (DEA) technique in evaluating the performance of the 22 municipal district units of Tehran. Given that the Tehran Municipality consists of several regional municipalities, a decline in service delivery or a drop in the ranking of any of these 22 municipalities affects the entire Tehran Municipality organization. In this study, four inputs and seven outputs were defined for each of the municipal units, and input-oriented efficiency for each of these units was calculated. The results obtained from this model show that the CCR of districts 21 and 22 are in an efficient state, while the remaining districts are in an inefficient state, including districts 9, 10, 13, 16, and 17. Subsequently, reference districts for each of the inefficient districts were identified, and improvement solutions for the inputs and outputs of each inefficient district were provided. Furthermore, according to the results of the Anderson-Peterson model, district 16 is identified as the most efficient district among the efficient ones, while districts 9 and 10 occupy the second and third ranks, respectively.

Efficiency improvement pattern In Data Envelopment Analysis models with an input-oriented perspective, we seek to achieve the technical inefficiency ratio that must be reduced in the inputs so that, without changing the level of outputs, the unit reaches the efficiency frontier.
Input values Refer to the page image According to the opinion of the Urban Development Planning Deputy, seven indicators have also been considered for the outputs of the Data Envelopment Analysis model, which are: the percentage of realization of cash and non-cash income, urban services and environment, traffic, prevention and crisis, cultural and social, human resources, and technical and civil projects.
