Nowadays, guide plans are implemented with the aim of organizing and improving the physical fabric of rural areas. The success rate of implemented guide plans and people's satisfaction is one of the most important topics studied in rural geography. In line with this topic, the present research aims to evaluate the views of villagers and officials regarding the success rate and effectiveness of guide plans and the level of satisfaction with the results of implementing these plans. The statistical population includes 5 villages in the central district of Rashtkhar County where the guide plan has been implemented. The sample population for the Q-methodology includes 30 officials, experts, and local people, and for the conventional methodology, it includes 348 heads of households. The research method was both quantitative and qualitative, using library and field methods with questionnaires and observation as tools for data collection. To analyze the type of perception of people and officials using Q-methodology, and to determine the desirability of the success indicators of the guide plan, Anova and one-sample t-tests were used. The findings obtained from the Q-methodology analysis showed that the perceptions of people and officials fall into 4 types - including supporters of reforming guide plans; strong supporters of implementing plans with the current trend; logical and balanced supporters; and opponents of guide plans. Additionally, the findings from the Anova analysis showed that the effectiveness of guide plans in most areas is negative, and success has only been achieved in the field of facilitating transportation and improving the quality of rural passages. Furthermore, the T-test findings showed that the type of environmental perception of people and officials is the most important factor affecting the existence of disagreement between people and officials regarding the effectiveness of guide plans.

Therefore, based on the findings obtained from the Q factor analysis, we conclude that there is a difference of opinion between the people and the relevant managers regarding the level of success of the physical plans implemented in the rural areas of Rashtkhar County; in other words, the majority of informed people and local experts support the reform of Hadi plans, especially in the method of implementation, while most relevant officials agree with continuing the current process of preparing and implementing Hadi plans.
Given the results of the tests performed, the research hypothesis "It seems that there is a difference of opinion between the people and the relevant managers regarding the level of success and effectiveness of the physical plans implemented in the rural areas of Rashtkhar County" is confirmed.
