These verses clarify that the falling of rain is solely in the hands of God, Blessed and Exalted be He; even if mankind resorts to all kinds of facilities and means to solve the problem. Affliction and Trial The cause of the cessation of rain at certain times is the result of slipping and negligence in affairs and is a type of punishment, affliction, and divine test; and God, in order to grant reward and increased goodness to His servants, subjects them to such tests, and after such trials, He bestows great goodness upon them. Part Two: Jurisprudential Examination and the Manner of Performing the Prayer for Rain Imam Khomeini(: Performing this prayer is recommended when rivers dry up, rain does not fall, and the sky withholds its rain due to the prevalence of sins, ingratitude for God's blessings, not giving people their rights, short-selling, betrayal in weight and measure, oppression, deception, abandoning enjoining good and forbidding evil, not paying Zakat, judging contrary to what God has revealed, and other similar sins; sins that provoke the wrath and displeasure of the Lord and prevent the coming of rain, just as stated in the narrations.
