چکیده:
Due to the shortage of specialized personnel during a certain period, many universities expanded without regard to the quality level of society, which led to a decline in quality and a mismatch between the number of graduates and societal needs. Today, these shortages have been addressed, and the need for quantity has given way to increasing academic quality. In the present research, an attempt has been made to evaluate and analyze the status of the country's large public universities using an appropriate method based on the latest available information. This study was conducted using efficiency and productivity indicators of educational and research units of 20 mother universities across all academic levels and measuring the factors affecting them. The results showed that the efficiency of universities in the education sector is higher than in the research sector, while the productivity growth trend of the research sector is positive and the education sector is negative. Under identical conditions, most universities are relatively inefficient, and only Shahid Beheshti and Tehran universities are efficient in the education and research sectors compared to other universities; other universities do not have balanced growth, and adopting strategic planning management and creating a competitive environment to improve university productivity is necessary.

Tavakkoli Moghaddam, Sadegh, Amal Nik, & Rafati (2004) introduced the Data Envelopment Analysis method as the most suitable model for evaluating research centers due to reasons such as the existence of intangible inputs and outputs and their quantitative and qualitative nature, and measured the efficiency of five engineering departments for three years in three consecutive periods.
