چکیده:
This research was conducted with the aim of designing a cognitive model of quality in technical and engineering higher education and its promoting and deterrent factors from the perspective of higher education stakeholders. The research method used was qualitative, specifically grounded theory. To conduct this research, semi-structured interviews were carried out with four groups of stakeholders, including managers and policymakers, faculty members, graduates, and employers. Regarding quality in technical-engineering higher education, five general categories were identified and enumerated, which are: service to society, service to industry, service to the learner, service to science, and the balance between the four types of service. Regarding the factors affecting quality in technical-engineering higher education, two general categories were extracted, which are: intra-organizational factors, the balance between intra-organizational factors, and extra-organizational factors. In relation to the deterrent factors of quality in technical-engineering higher education, two general categories were identified: intra-organizational factors and extra-organizational factors.
