Over the past half century, the increase in risks, tensions, and crises, especially in the financial and economic sectors, has increased the importance of studying and researching how to control and manage these tensions within the framework of topics related to resilience and economic strengthening. These considerations cannot be divorced from human dimensions: since the main goal of social welfare planning has always been the improvement of human life, and this has always had a direct connection with economic indicators, therefore, to have more comprehensive and complete models of welfare, it is necessary and essential to incorporate sciences produced in the field of economic resilience into welfare planning and policymaking. This has not been observed so far in the conventional literature of resilience and welfare planning. Based on this necessity, the aim of the present article is to answer this question: are there points of intersection and convergence between the two literatures of social welfare planning and economic resilience? Which intersection points or common components can simultaneously meet the needs and demands of both fields? To this end, through a comparative review of the literature and then extracting and matching the indicators presented in the two fields of economic resilience and social welfare planning, it was concluded that there is a high conceptual overlap between these two fields. The result of this matching is the presentation of a combined conceptual model called LEGATUM-PEOPLES, which allows not only specialists and policymakers in these two fields to find a common language and shared goals and to create combined indicators, but also makes it possible to introduce the general policies of a resistant economy into the field of social welfare planning.

The result of this application is the presentation of a combined conceptual model named PEOPLES-Legatum, which not only enables specialists and policymakers in these two fields to find common language and shared goals and to create joint composite indicators, but also makes the entry of general policies of a resistant economy into the field of social welfare planning possible.
Although this concept was initially applied in psychology and biology, it is currently being examined in various scientific disciplines as an important and reliable characteristic for objects, institutions, systems, and societies (Parsons, 2010, cited in Martin and Sanley, 2013: 2); so much so that in recent years, discussions related to strengthening and resilience, especially in the economic sphere, have found their place among the prevailing theories and literatures of the world economy and have occupied an important position in academic literature, policymaking, and government planning.
