Although the subject and position of ethics in power and politics studies were denied for a long period due to the dominance of secular discourse, they have gradually, especially with the introduction of soft power, attracted the attention of social science thinkers regarding moral elements and have been considered one of the sources of power in the field of power studies. However, in discussions of the internal structure of power, less thought has been given to whether political ethics can play a role in strengthening the internal power. To answer this question, this article employs the approach of the continuity of ethics and power using a descriptive-analytical method and meta-analysis, which is a method for combining and integrating the results of quantitative research (Abedi et al., 2006: 123). The aim of this research is the sociological explanation of 3 functions of political ethics in the socio-political dimensions of national power, emphasizing the thoughts of the Supreme Leader of the Revolution. Based on the general findings of the research, political ethics plays a main and fundamental role in strengthening and sustaining power in various dimensions by influencing the performance, capability, and ability of the governed, the rulers, and the political elites, as well as in creating stability and material and spiritual progress for the country, and also in creating impenetrability and resistance against external pressures.

First, the soft and non-material structure: The spiritual and soft structure refers to mental, spiritual, value-based, belief-based, and ideological categories and matters that form the mutual relationship between the state and the nation; therefore, the non-material and soft structure of the political dimension of power, in addition to ideals, ideological foundations such as monotheism and so on, fundamental issues such as legitimacy and acceptability, efficiency and effectiveness, national cohesion and integrity, justice, and having an informed, faithful, united, and participatory people in the sphere of politics and society 1, are considered the soft structure of political power which, in the words of some researchers, has no meaning in the political space without them (Clive Smith, 1380: 151-168).
The soft structure is composed of elements such as faith, Islamic ethics, identity, legitimacy, acceptability, national unity and cohesion, elite consensus, role-modeling, cultural and civil continuity, value balance, and other soft components that can influence the internal structure of power; and the hard and material structure is composed of factors such as the three branches of power, laws, institutions and organizations, military authority, economic capability, scientific and technological progress, population and human resources, foreign allies, and other material factors that can be effective in the internal structure of power.
