Background and Objective: With the rapid yet unbalanced growth of the cyber space structure, this platform has become one of the potentially vulnerable and dangerous points in the world, which requires urgent, systematic, rational, and targeted attention and action to immunize this platform from existing threats and the emerging phenomenon of cyber terrorism in the international space. Research Method: By reviewing existing resources, articles, books, results, and achievements of research projects in the field of cyberspace, international terrorism, and cyber terrorism using non-experimental, comparative, and library methods, the threats and risks of cyber terrorism and its role in disrupting international security were researched. Findings: Despite being emerging, cyber terrorism is far more dangerous than classic and traditional terrorism, and its threats to the national security of governments and countries have become a potential danger. Prevention, detection, and countering cyber terrorism for policing and security institutions is much more complex and difficult than traditional terrorism. Conclusion: Global planning and the approval of international laws, increasing international technical and educational cooperation, special attention to the subject of non-active defense in cyberspace by domestic institutions, and cooperation between security and policing organizations are among the solutions to fight cyber terrorism.

The threat of terrorism and its commission causes the weakening of governments and the peaceful actions of the United Nations, prevents faster economic growth, creates internal wars, provides financial sustenance for terrorists (Tayebi Fard, 2004), and disrupts the order and security of societies and countries.
