Human Development is one of the late theories of development that have been the subject of analysis among political scientists since late 1990. The final aim of development is long, healthy and creative life. The effective role of the state is necessary for improvement of the human development. Nowadays, the human development is used as a criterion for the political development. Qatar, since its establishment in 1971, became a rich country with gas and oil incomes that provided for high level of economic development. In this article, economic development in Qatar was first evaluated and then in the subsequent the condition and the degree of human development were analyzed in parallel to that of economic development.

Qatar, since its establishment in 1971, with the help of significant revenues from oil and gas exports and subsequently by diversifying economic activities, has transformed from a deprived and desert region into a wealthy country and is ranked among countries with very high human development.
In this article, first, the concepts of development and human development, including the evolution of the concept of development, how the theory of human development was formulated, and how countries are ranked using the human development index are mentioned; and thereafter, the general characteristics, political transformations, current economic trends, and the indicators and status of human development in Qatar are examined.
Therefore, unlike the first decade of development in which the social and economic aspects of development were separate, the second decade of development focused on integrating the two aspects, and the following items were placed on the agenda: 1- Ensuring that no segment of the population is excluded from the realm of transformation and development; 2- Creating a type of structural transformation that enhances national development and encourages all segments of the population to participate in the development process; 3- Pursuing social justice and striving for the fair distribution of income and wealth among all people; 4- Assigning high priority to the development of human capabilities, providing job opportunities, and meeting the needs of children (Shirzadi, 1391: 29).
