چکیده:
The main objective in this paper is to understand the meaning and the relation of Theo-democracy and political development. To achieve this objective, we used descriptive method in describing and explaining this relationship In other words, in the current study, recognition of political development and determination of effective components and indexes on social political changes trend and its relation with Theo-democracy led to the posing question. In what extent, the components of these two categories are compatible? In answering this question, it is tried first to introduce the principles of Theo-democracy upon divine governance doctrine but also God centered values and the model of Islamic individual and social behavior, meritocracy, paying attention to collective wisdom and will in making decisions and social plans. The results revealed that there is a direct and mutual relationship between political development and Theo- democracy. Therefore, reinforcing the strength of public infrastructure in political arena are criteria of Theo democracy. It worth mentioning that political development is a special necessity and principle of Theo- democratic system

In response to this question, while introducing the pillars and principles of religious democracy, which are based on the teachings of divine sovereignty, God-centeredness, and truth-orientedness; value-orientedness; public will and the consent of Muslim people, law-centeredness; meritocracy, and attention to collective intellect and common will in social decision-making and planning, an effort will be made to explain its relation to political development in the Islamic Republic of Iran.
Issues such as the position of the people in the government, political participation, the position of the Islamic government regarding the formation of political parties and their role in the government, the nature of the Velayati system and its interaction with democracy, political pluralism in the Islamic government, and political development and its relationship or interaction with Velayat-e Faqih are some of the matters that, after the change of the political system in Iran and the establishment of the Islamic Republic, have attracted the attention of scientific and political circles inside and outside the country.
In response to this question, while introducing the pillars and principles of religious democracy, which are based on the divine teachings of the religion of Islam, public will and the consent of the Muslim people, value-orientedness, truth-orientedness, law-centeredness, and meritocracy, an effort will be made to explain the ratio of political development to the system of religious democracy.
Therefore, in a religious democracy system, the political system is based on two pillars, divine and human, and this system, by considering the creedal principles of Islam, explains the relationship between the people and the government (Eyvazi, 1389: 291-312).
