This article attempts to address some of the obstacles facing the development of social sciences in Iran by looking at the capacities of social sciences. Human society is not realizable outside the network of power relations, and social sciences, as an integral part of the scientific and cultural system of any society, are analyzable within these power relations. Therefore, any interpretation of the transformations in social sciences can only be real within a context of power relations and inside them. The crisis in theory and methodology of social sciences in Iran is the product of several factors; one of them has been the dominance of a formalist view as a dominant ideology in power relations. For this reason, the critical approach, which is the driver for the flourishing and growth of social sciences, has had no place in formal research. The structures of Iran's political economy have imposed circumstances on society such that there is no need for the production of science in general, and social sciences in particular, in society. For this reason, the presence of social sciences as part of a scientific system has always faced resistance from conservatives present in the power structure. Consequently, the two primary goals of social sciences—the growth of science and participation in public policies—have had less space for emergence and manifestation. Research and academic systems in Iran have many limitations, one of which is the numerous obstacles that have significantly limited, if not eliminated, the possibility of forming a pattern of dialogue centered on the university and with freedom of scientific discourse. These limitations are mainly due to the lack of a 'philosophy' of the scientific organization in Iran, which itself is a product of the cultural and political obstacles resulting from the political economy of current Iranian society. Social sciences have great capacities for shaping a desirable society in Iran and participating in the political project of national development. The multiple conditions for this participation are discussed in this article.

The first point that should not be overlooked in evaluating the strengths and weaknesses of social sciences in Iran, as in any other part of the world, is that human society is based on a network of power relations and cannot have meaning outside of these relations.
However, with a look at the grounds for the growth of humanities and social sciences and the formation of great ideas in the history of scientific development, which have mostly taken shape in response to the crises of their own era, social scientists in Iran should evaluate the existing atmosphere as a valuable opportunity to participate in the cycle of scientific production.
A set of transformations in technologies, economic organizations, and social production trends in this environment has created new opportunities for individuals to exchange created information, knowledge, and culture.
This new freedom realizes a great practical promise, which is the next step after individual freedom; a platform for better participation in government and power; a means for cultivating a more critical and self-reflective culture; and in the global economy, increasingly, 55 more dependent on information, which acts as a mechanism for achieving improvements in human growth all over the world.
What characterizes the networked information economy is that individual decentralized actions—specifically, the new and important action of cooperation and coordination through non-market mechanisms that are not dependent on proprietary strategies and whose product is distributed among all individuals—play a far greater role compared to what the information-based industrial economy had or could have had.
