Economic planners believe that human capital, along with acquiring educational skills and more attention to individual and social health, can act as an important factor influencing the economic growth of societies. The aim of this research is to examine the imbalanced effects of human capital in the health and education sectors on the economic growth of selected countries with different income levels (low, middle, and high) during the years 2013-2031. For this purpose, the Solow growth model and the Generalized Least Squares (GLS) method were used on panel data related to 11 selected countries, categorized by low, middle, and high income levels. The results showed that the trend of the impact of expenditures related to the health and education sectors on the economic growth of the three groups of selected countries is not the same. Specifically, government health and education expenditures for high-income and middle-income countries have positive and significant effects on the economic growth of these countries in the short term, but these effects are significantly negative for low-income countries. Additionally, for middle-income countries, including Iran, the coefficient of the impact of government health expenditures on economic growth is higher compared to educational expenditures.

Given the objective of this research, which is to examine the unbalanced effects of human capital in the health and education sectors on the economic growth of selected countries with different income levels (low, medium, and high) during the years 1990-2010, the generalized Solow growth model (1956) and also the generalized least squares method on panel data from 1990 to 2010 were used.
