Citizen participation in urban affairs, improvement, and renovation of urban fabrics can be understood as the serious, active, conscious, voluntary, organized, and effective participation and presence of the constituent elements of urban society, namely individuals, households, groups, institutions, organizations, and the public and private urban sectors in the economic, social, and cultural activities of urban life to achieve the collective goals of the urban community.
In order to identify the opportunities for participation in this plan and the obstacles that do not provide the opportunity to achieve desirable levels of participation, below, first the process of preparation, formulation, and approval of the plan up to the implementation stage is presented, and then the major obstacles existing in this process are raised: {jScanj} {jScanj} {jScanj} {jScanj} B-1-2- Process evaluation and introduction of some project results from the perspective of public participation In the first stage, based on information obtained from the upstream project (the city's detailed plan) which was acquired over a period of approximately three months, and also considering the information from the Statistical Center of Iran, field observations of land and housing prices, as well as rapid questionnaires from about 20 identified informal settlements in the city of Karaj, three target neighborhoods were selected (after attending 8 sessions of the county headquarters and within a 15-month period): Hesar Khat 4, Sohrabieh, and Akhtarabad; in the second stage, through repeated follow-ups and intensive manpower, efforts were made to examine and evaluate the existing capacities and programs of government agencies, institutions, and also public organizations in the target neighborhoods.
