The performance of road transport networks in normal conditions will not be applicable to post-crisis conditions. In the event of a crisis and network disruption, two major results can be expected: a sudden decrease in supply (network capacity) and a sudden change in transport demand. The main objective of this research is to analyze the sensitivity of intercity road transport network performance to simultaneous changes in transport supply and demand under crisis conditions. To this end, by adopting a systemic (holistic) approach and considering both network topology and transport demand simultaneously, the Zone Robustness Index (ZRI) is defined as a measure of inter-zonal travel time vulnerability, and changes in supply and demand for the considered scenarios have been calculated for a case study of Iran's intercity arterial road transport network. The results show that the network performance does not have significant sensitivity to an increase in travel demand from the studied zone to other parts of the network and remains approximately constant. However, if travel demand increases from other areas to the studied zone, the network vulnerability increases significantly.

As previously explained, this index indicates the change in the travel time of the shortest path from zone r to other zones of the network due to the closure of arc a (which is located in zone r) compared to the normal state (no crisis occurrence).
