Knowledge has been the driving engine of knowledge-based development, and paying attention to it will play an increasing role in the growth of organizations and societies. To provide a picture of organizations and societies that make the most use and benefit from knowledge throughout its complete cycle, terms such as inclusive (learning) organization and, on a larger scale, inclusive society and inclusive nation are used. The theory of the learning organization provides ideas regarding the design and management of organizations for survival in a highly changing world, considering the ability to learn and adapt an unavoidable necessity for the success of organizations. Creativity and acquiring knowledge alone are not sufficient for an organization to be considered a learning organization; rather, it must be able to employ that knowledge in its behaviors and performances and enable the improvement and correction of its activities with their help. An organization's knowledge assets must be managed so that the organization becomes a knowledge-based organization and its members can acquire, share, and produce knowledge, which requires a management design called knowledge management.

• Sharing and distribution of knowledge: The third step of the knowledge management process is knowledge transfer, through which an organization distributes information among its members and thereby promotes learning and creates new knowledge or understanding.
The knowledge management process means creating a learning organization A learning organization becomes organized in such a way that it examines the information available in the environment, generates its own information, and encourages individuals to share and transfer knowledge among work groups.
A learning organization creates knowledge and employs it in work methods and experience, corrects its behavior to adapt to changes, thus facilitating the creation and application of new knowledge for continuous growth and learning in an endless cycle.
