One of the major and very important developments is the emergence of information and the importance of its fundamental role in organizations and societies. The evolution of the environment has been such that it has moved from the hunting era, which was the most primitive state of human life, to the information age, and some even believe that today is the post-information age. The accelerating trend of changes is such that in the not-too-distant future, we will witness the emergence of organizations that will have fundamental differences from our current conceptions of organizations. The use of information technology in various sectors of government to increase productivity and improve the level of service delivery is called e-government. The most important result of this is increasing public satisfaction, provided that the implementation of e-government is carried out correctly and successfully. E-government is challenging because it can be a fundamental step for governments. After the formation of e-government in the world, its implementation in Iran was recognized in 2002, but after several years, this subject has still not reached the stage of full implementation. In this article, an attempt has been made to address the definitions and concepts of e-government, its history of formation in Iran and the world, its functions, the characteristics of electronic organizations, the prerequisites and necessity of implementing e-government, its potential advantages and effects, the stages of creation, the steps to create a successful e-government, and the current status of e-government in Iran.

From the outcome of the provided definitions, it can be concluded that e-government actually consists of employing information and communication technologies in providing government services in such a way that citizens can access their necessary information and services in an electronic form, using a computer, and in an interactive manner.
Achieving the goal of e-government is contingent upon securing the following needs: 1- Integrated access; 2- Numerous channels for accessing information; 3- Provision of services at any time and place: all legal and practical government services provided electronically to users must be available at any time and place; 4- Integrated organizations; 5- Robust infrastructures; 6- Deployment of organized mechanisms and tools; 7- Government processes and systems should be designed based on electronic technologies; 8- Easy access to information; 9- Possibility of easy feedback on government performance; 10- Open policy expansion procedures: modern technology must allow for increased brainstorming and discussion between the government, the people, and merchants; 11- Authenticity, credibility, and preservation of individuals' privacy: technology must protect the information and privacy of users (Nobakht and Bakhtiari, 29:1387).
