Achieving excellence and perfection is considered one of the most important goals of human societies at various individual, group, and organizational levels, and in this way, all resources and capabilities must be utilized effectively. At the organizational level, one of the most important available resources is human resources, and one of the important methods of utilizing human resource capabilities is the implementation of a suggestion system and using opinions based on their experience, knowledge, genius, and creativity, which is discussed and examined in this article. Initially, we will address generalities regarding participatory management, recall the advantages of participatory management and the suggestion system, and point out the relationship between employee suggestions and improving productivity. Subsequently, to become more familiar with the suggestion system, we will examine the history of the suggestion system, the definition of the suggestion system, and the distinction between a suggestion system and a suggestion box, and we will state the objectives of the suggestion system. Then, by stating the limitations and advantages of the suggestion system, we will enumerate the factors effective in the success of the suggestion system and continue by discussing the implementation of the suggestion system. Focusing the discussion on the method of implementing the suggestion system in an organization and the organizational and executive pillars of this system, we will examine its implementation stages step-by-step. In the surrounding discussions related to the implementation of the suggestion system, the limitations and obstacles of implementing the suggestion system, and its implementation advantage, we will recall them and, considering the factors effective in the successful implementation of such a system, we will address the characteristics of a successful suggestion system and finally conclude the discussion with a conclusion.

In 1377, considering the positive and beneficial effects that this system had brought to a significant number of domestic and foreign industrial companies, the government of the Islamic Republic of Iran, taking into account the importance and necessity of the role of employee participation in increasing the efficiency and effectiveness of government agencies and increasing the satisfaction and work capacity of employees, in the meeting dated 1377/5/28, the Supreme Administrative Council approved the following: stated: "The system for receiving and reviewing suggestions in all ministries, institutions, companies, banks, and all agencies whose inclusion under the law requires explicit mention, shall be established based on the stages mentioned in this resolution, in accordance with the schedule and regulations formulated and provided by the State Administrative and Employment Organization.
