چکیده:
Food security is one of the phenomena that has influenced global policymaking in recent years and has entered as a serious discussion in the literature of international relations. Over the past two decades, through relevant United Nations institutions, the discussion of food security has been at the center of attention for international actors, and we are gradually witnessing the formation of an international food security regime. What is the nature of the international food security regime? What elements are effective in the formation of this regime? How is the international food security regime evaluable compared to other international regimes? In this research, three elements of an international regime, namely 'normative functions', 'creation of international regulations', and 'monitoring systems', will be generalized to the case of food security, and it will become clear that the international food security regime is identifiable as an independent regime. The international food security regime itself clarifies the need of security theories for soft and non-military dimensions in analyzing the components of insecurity. In this research, a model for the international food security regime has been presented in comparison with other international regimes.

International FoodPolicyResearch Institute(IFPRI) In Iran, the production of concepts and literature regarding the subject of food insecurity has had a slow progress trend compared to other developing countries that have taken steps to create national food security programs in their countries; therefore, there is a need to produce comprehensive reports that, by moving beyond purely theoretical dimensions of the subject, find solutions for crisis mitigation or confrontation and equip decision-makers to deal with the issue.
Research Hypothesis What this research considers is that the important discussion in the expansion of food insecurity is the production of the concept related to human security and the effects of food insecurity on different security levels (national, regional, international) and the actors who are currently shaping the international food security regime.
The three functions of an international regime also apply to food security: 1) Norms have been formed regarding the fact that combating hunger must take place in a comprehensive dimension and with the participation of all countries; 2) Awareness of the danger of food insecurity has increased; 3) The crisis has been identified and addressed through comprehensive actions within the framework of the food security regime.
The Comprehensive Framework for Action 1 was developed by the United Nations High-Level Task Force on Food Security to serve as an agenda for combating hunger and food insecurity on a global scale.
