The first National Consultative Assembly of the Constitutional era had to assume a dual role: on one hand, it was a founder, because prior to it, there was no institution that could codify the necessities of the modern era into legal texts; on the other hand, this assembly had to assume the role of the legislator, because according to what was stated in the Constitutional Constitution, the National Consultative Assembly was considered the legislative power. In the 19th century, Iran had gained a worthy position in the international system. Iran's strategic position meant that powerful countries could not ignore Iran's critical situation, which played an effective role in the competition between great powers; likewise, the country of Iran, amidst the two intervening states of Russia and England, played the role of a buffer state, remaining neither a colony nor fully independent; rather, it had a condition that played the role of a shock absorber in the life-and-death competition between the two superpowers of the time. Also, in a special situation that seems to have applied only to one point in the world, Iran and Central Asia had become involved in the Great Game. One aspect of the emergence of the Constitutional uprising was a reaction that the pioneers of the future Constitutional era had adopted toward the desperate/sad state of the Qajar foreign relations with the outside world. The authors attempt, by relying on the text of the negotiations of the first National Consultative Assembly, to answer this question: which political/social/economic/historical backgrounds existing in the era of the Constitution caused the formation of which foreign policy discourse in the text of the parliamentary negotiations? Discourse analysis is a structural approach to text that allows for the connection of the text to sociological aspects. In text analysis using the discourse method, social conditions lead to the creation of the texts under consideration. By selecting Fairclough's model, the authors will attempt to represent the category of foreign policy in the text of the negotiations of the first Constitutional Assembly in light of historical context analysis.

An examination of the key vocabulary shows that the representatives of the National Consultative Assembly consider three main axes in relation to foreign policy: demonstrating their deep attention and concern regarding the preservation of Iran's independence and the rights of the Iranian people, a serious concern regarding behavior based on the principles of international relations along with obligating other countries to them, and also achieving authority in foreign relations; therefore, establishing security domestically and preserving internal independence alongside guarding the borders in line with preserving the sacred soil of Iran, constitute the primary key vocabulary of the text, which naturally leads to the prominence of domestic policy and the marginalization of foreign policy.
