Although the political system in every country determines the method of managing territory, managing a territory is not possible without dividing it into smaller units. In this regard, centrality, adjacency, and the boundaries of administrative-political units are three main parameters effective in spatial zoning for national divisions. Karaj County, as a subsidiary of Tehran Province with a large population and great potential, has three districts: Asara, Central, and Eshtehard. It appears that the central district of the county, which is the most densely populated area of this county, has the possibility of being subdivided into smaller districts in a way that provides better access to administrative services for its residents. However, choosing a center among its cities is difficult due to intense competition between them, in a way that minimizes social tension. Therefore, the present research has attempted to use Geographic Information Systems (GIS) and remote sensing techniques to assess the feasibility of creating new districts in the region and to introduce the most suitable locations as centers for the new districts. Part of the effort was dedicated to extracting the necessary data for determining centrality from satellite imagery using remote sensing techniques; also, accessibility analysis for determining centrality was made possible in a vector GIS environment, which ultimately, to obtain the final result, involved decision-making for the best accessibility in a raster GIS environment. Alongside the above, other analyses such as distance analysis were also considered. Finally, all analyses were included in a multivariate evaluation process in a raster GIS environment, and it was found that only the creation of one district in the region was possible, and therefore, only the selection of one center is required. The evaluation of different scenarios in the multivariate evaluation process showed that the best decision, if more weight is assigned to the centrality of the rural district—as considered in the law of national divisions—is Mohammad Shahr, and otherwise, Mahdasht holds the highest score for centrality.

VK} 1-Introduction The present article examines the possibility of creating a new district or districts with an appropriate center in the densely populated area of Karaj County located in Tehran province; given the competition between urban points in the region, choosing the center of the new district possesses a specific sensitivity.
To better manage the land and territory of the country and to provide better and more services to citizens, governments extend their administrative-political organization into the geographical and spatial dimensions by dividing the space of the country and its cities, which is interpreted as national divisions (Hafiznia, 1379:194).
This analysis was also performed in a raster environment using one of the remote sensing software programs, and ultimately, the results of all analyses were included in the multivariate evaluation process; therefore, the first hypothesis of the research, regarding the possibility of extracting the required data for locating and determining the centrality of a new district or districts in the study area using SR and GIS, was confirmed.
