Conducted studies show that the inefficiency of the country's technology development system leads to the lack of expansion in scientific and technological activities and the loss of advantages and opportunities. Given the new responsibility of the Ministry of Science, Research and Technology in unifying science and technology activities, necessary measures must be taken to strengthen infrastructures, institutions, skills, and the required legal environment in the field of technology; effective components in technology development must be reverse-engineered; and necessary mechanisms for developing technological capacities and aligning technology development programs with national development needs must be studied and more effective solutions provided. In this regard, the technology development system project will address the study of specific components and is expected to reach effective proposals.

Given the new responsibility of the Ministry of Science, Research and Technology in coordinating science and technology activities, necessary measures must be considered to strengthen infrastructures, institutions, skills, and the necessary legal environment in the field of technology; effective components in technology development should be re-engineered; and the necessary mechanisms for developing technological capacities and aligning technology development programs with national development needs should be studied and more effective solutions provided.
Based on Iran's five-year economic, social, and cultural development program, extensive actions were taken by the Presidency, executive committees, and steering committees within the Ministry of Science, Research and Technology to review the national science and technology development program, including reviewing the country's technology development system -National Technology Development System(metsyS tnempoleveD ygolonhceT lanoitaN) -SDTN, in order to provide a model for the government in the long-term technology development program.
Implementing the technology system re-engineering project is necessary as a priority of the national development program, because the effects and consequences resulting from the continuation of the current trend will lead to the lack of expansion of scientific and technological activities, the loss of economic advantages, the increasing widening of the scientific and technological gap between Iran and other developed countries in the world, and ultimately the intensification of the brain drain and elite flight from the country, followed by the limitation of innovation in the productive and service sectors, a reduction in competitiveness in global markets, and also an increase in dependence on oil-derived foreign exchange.
