The Reconstruction Era is one of the important periods in the history of the Islamic Republic. In this period, the foreign policy officials of the Islamic Republic of Iran, by adopting a pragmatic approach while adhering to the idealism of the revolution, engaged in constructive interaction with the outside world. Due to the prevailing wartime conditions, when officials adopted a pragmatic approach in foreign policy, public opinion was not able to tolerate certain matters, such as the renewal of diplomatic relations between Iran and Saudi Arabia; therefore, public opinion had to be prepared to accept these developments. Given such a background, the focus of the present research is formed by the question of what transformations Iran's foreign policy underwent during the Reconstruction Era and how Mr. Hashemi Rafsanjani, as the head of the government at the time, used Friday prayer sermons to prepare public opinion for these transformations. The aim of conducting this research is to answer the posed question in a descriptive-analytical manner using library tools. The results of the research support the hypothesis that during the Reconstruction Era, Iran's regional foreign policy underwent fundamental transformations and Mr. Hashemi used Friday prayer sermons to prepare public opinion.

In the final months of his first presidential term, Hashemi Rafsanjani announced his readiness for cooperation with the countries of the Persian Gulf region by addressing them in the Tehran Friday prayer sermons as follows: "In the Persian Gulf these days, we see a positive point, which is that the countries on the southern shores of the Persian Gulf are willing to be friends and cooperate with Islamic Iran, and we also warmly shake their hands and hope that with their help we can maintain security in the Persian Gulf, which is also important for the world" (Jomhouri Eslam Newspaper, 1371/11/17).
